Social Media Bill 2081: Nepal Govt Goes Strict for Social Medias

You might have noticed multiple news sites and Facebook pages posting about a new bill, the Social Media Bill 2081. It has been registered at the National Assembly which will become the Social Media Act 2081. And it has some concerning laws and punishments. Without further ado, let’s talk about the Social Media Bill 2081.

Social Media Bill 2081:

On Tuesday, Minister for Communication and Information Technology, Prithvi Subba Gurung, submitted a bill to the National Assembly aimed at regulating social media platforms.

“The bill, which seeks to oversee the operation, usage, and management of social media, has been registered in the National Assembly,” said Minister Gurung, who also serves as the government spokesperson.

Now, every social media platform operating in Nepal, such as Facebook, X, and others, must obtain operating permissions in order to function in Nepal’s territory. It goes for individuals, companies, or institutions.

Proposed Fines and Punishments of Social Media Bill 2081

The proposed Bill includes several provisions imposing fines and imprisonment for various offenses related to social media use.

Individuals operating social media platforms in Nepal without authorization or in violation of a ban could face fines of up to Rs. 2.5 million. Similarly, those engaging in activities harmful to national interests may be sentenced to up to five years in prison, fined up to Rs. 500,000, or both.

Section 18 of Chapter 5

This law prohibits actions or encouragement of actions that threaten Nepal’s sovereignty, territorial integrity, national security, unity, independence, dignity, national interests, or harmony among federal units. It also bans hate speech and content inciting divisions based on class, caste, religion, culture, region, or community. Violators could face up to five years in prison, a fine of up to Rs. 500,000, or both.

The Bill outlines penalties for specific cybercrimes:

  • Cyberbullying (Section 19): Cyberbullying offenses. Up to two years in prison, a fine of up to Rs. 300,000, or both.
  • Cyberstalking (Section 20): Cyber Stalking, harassing persons, groups, or organizations. Up to three years in prison or, a fine of up to Rs. 500,000, or both
  • Hacking (Section 21): Hacking someone’s ID or information. Up to three years in prison, a fine of up to Rs. 1.5 million, or both.
  • Phishing and impersonation scams (Section 22): Up to three years in prison, a fine of up to Rs. 1.5 million, or both.
  • Sextortion and extortion (Section 23): Up to three years in prison, a fine of up to Rs. 1.5 million, or both.
  • Posting explicit content (Section 24): Up to three months in prison, a fine of up to Rs. 50,000, or both.
  • Spreading obscene, false, or misleading content (Section 25): Up to two years in prison, a fine of up to Rs. 300,000, or both.
  • Uploading or distributing deepfake videos (Section 26): Up to two years in prison, a fine of up to Rs. 300,000, or both.
  • Section 27 addresses anonymous activity on social media: Creating or using pseudonymous accounts could result in up to three months in prison, a fine of up to Rs. 50,000, or both. If an individual operates a fake group, page, or ID to spread misinformation harmful to Nepal’s sovereignty or national interests, they could face up to five years in prison or a fine of up to Rs. 1.5 million, depending on existing laws. Additional penalties include an extra year in prison for encouraging social media offenses and double penalties for repeat offenders
  • Section 28 (2): Public officials or those benefiting from state funds committing offenses under this law could face a 50% increase in penalties. Using children to commit offenses could result in an additional year of imprisonment.

A Good-looking Design

The Honor X5b+ bears an attractive design for a budget phone. If you are someone who’s coming from a bar phone, this guy will appease you for sure. The Blue variant I have looks gorgeous. Flipping to the front, you get a 6.56-inch TFT LCD panel with an HD+ resolution.

For my day-to-day usage with scrolling dozens of reels on Instagram or watching some serious Podcasts on YouTube, the display felt okay for the price while an IPS panel would have been more appreciable. While the 90Hz refresh rate is also just fine, if not great.

Performance

On the performance side, the Honor X5b Plus packs a basic Helio G36 processor under the hood. This 12nm fabbed SoC is also found in Redmi A3. For the price, the fabrication is efficient enough to draw less power, which is good for a longer battery life.

Talking of the actual performance, the chip runs fine for normal tasks such as web browsing, social media, and light games. I noticed some occasional stutters but it’s completely normal for a budget phone. So, I let that slide in. Other than that, the MagicOS is also simple and most importantly, there are no ads whatsoever.

Connectivity

Getting to the connectivity side, you get VoLTE support on both NTC and Ncell. Meanwhile, VoWiFi or Wi-Fi Calling also works fine on NTC’s network while Ncell is yet to implement this service. So, you can get HD quality calls by either using a 4G network or WiFi on the Honor X5b Plus. One thing I did miss here is the lack of support for 4G carrier video calling. It’s a pretty handy feature that lets you video call without using any internet data from NTC to NTC SIM.

Lastly, let’s talk about cameras. This phone houses a primary 50MP sensor while upfront, there is a 5MP selfie snapper. You can take some decent images (for the price). The same goes for selfies. Likewise, you can shoot basic 1080p 30fps videos from this phone.

The 5000mAh battery here lasts for 1 and a half days if you are a moderate user. While the 10W charging speed is quite slow. I really wish it was at least 15W.

Pebble is bringing its e-ink smartwatches back in an open-sourced way

Pebble, the company that revolutionized the smartwatch industry with its first device in 2012, is making a comeback. Its smartwatches were known for their unique e-paper display and impressive 7-day battery. Because of this, they sold over 2 million units back then. In 2016, the company handed over its intellectual property to Fitbit, but now, after nearly a decade, Pebble is planning to return with a new and improved version of its e-ink smartwatch.

What makes Pebble’s E-Ink smartwatch special?

For those unfamiliar with e-ink display, it is the technology that allows screens to be easily read in direct sunlight, unlike traditional backlit displays. This feature has made Pebble’s smartwatches stand out for their readability. Furthermore, the smartwatches used to run on PebbleOS, the custom operating system that took the engineers of the company more than four years to develop.

“Core set of features”

Pebble’s founder, Eric Migicovsky, has expressed his dissatisfaction over the direction smartwatches have taken since 2021. As per him, smartwatches should feature always-on e-paper displays. Moreover, the watches should also have a long battery, after all, the original Pebble had a 7-day battery life back then.

Furthermore, the official also believes the UI on smartwatches should remain simple. The users should be able to control music directly from their watch with physical buttons, all without needing to look at the screen.

Not just that, Migicovsky also took a swipe at Apple’s closed ecosystem, stating that the smartwatch should be “hackable,”. Meaning, that it should allow users to customize features like watch faces, something Apple does not allow.

What’s next?

In a recent blog post, Migicovsky revealed that he and a small team are diving back into the hardware world to revive Pebble. While the new smartwatch may have a different name (Google currently owns the rights to “Pebble”), it will retain the core features that made the original device so successful, along with some exciting new additions.

While the exact specifications of the upcoming Pebble smartwatch remain not confirmed, we are expecting they will be built on the strengths of the original model.

One of the most exciting developments for the Pebble brand is that PebbleOS is going open-source. Thanks to Google, which now controls Pebble’s intellectual property. This will let enthusiasts and developers build and create new Pebble-compatible smartwatches.
